COMMITMENT TO SUPPORT DEVELOPMENT OF MANX MEDIUM EDUCATION

The Department of Education have supplied a comprehensive and positive response to concerns raised by the Celtic League about the provision of secondary education in Manx for children moving on from Bunscoill Ghaelgagh.rnrnThe issue was one of a number relating to education provision in the Celtic languages discussed at the Celtic League annual meeting in Brittany in August.rnrnThe full text of the Department of Education letter is set out below:rnrnrnrn"Dear Mr Tal-e-botrnrnThank you for your letter on behalf of the Celtic League and for the League's continued interest in provision for learning through the medium of Manx Gaelic.rnrnThe first pupils to complete Year 6 at the Bunscoill (a group of 5 children) will do so in July next year and will start secondary school in September 2007. The Department is currently finalising the opportunities that will be available for this group of pupils. From an educational viewpoint it needs to be recognised that this is a very small group of pupils with limited opportunities for group discussion and interaction.rnrnIn meetings with the Manx Heritage Foundation's Manx Language Officer and representatives from Mooinjey Veggey it has been agreed that these pupils need to continue with lessons in Manx Gaelic in addition to learning other subjects through the medium of Manx Gaelic for a further 2-3 hours per week. This level of provision would need to be continued throughout Key Stage 3 (ie the first three years at secondary school) although it should not involve the same subject(s) each year to ensure that the pupils are not lacking in technical terminology in English in any area of the curriculum.rnrnWe have identified a number of subjects where the expertise exists to deliver the secondary curriculum in Manx including Maths, Geography, History, RE, French, Art, PSHE and Citizenship. If the pupils from the Bunscoill (5 pupils in 2007, 6 in 2008 and 4 in 2009) attend the same secondary school, then in Key Stage 3 they could learn through the medium of Manx Gaelic in one or more of these subjects each year. Our best advice is that 2 to 3 hours per week of learning through Manx should be sufficient to maintain and build on the language skills these pupils have developed at the Bunscoill.rnrnWe have identified a secondary school and are working with this school to change catchment and access policies so that pupils leaving the Bunscoill will have a right of access to the secondary school regardless of their place of residence. We anticipate that we will be in a position to announce this secondary school and its commitment to providing some continuation of learning through the medium of Manx Gaelic for pupils from the Bunscoill before the end of the current term.rnrnThe Department of Education is very pleased to progress this provision and would wish to assure the Celtic League of the Department's commitment to support the development of Manx-medium education using a model appropriate to the Isle of Man. Decisions on future provision and any extension of provision beyond Key Stage 3 will be made at the appropriate time.
