NEWS FROM THE CELTIC LEAGUE Concern about planning decisions is stirring passions in Cornwall and the Kernow Branch of the Celtic League is in the forefront of the campaign. This latest from Michael Chappell Kernow Branch Covenor: ?Following on from communications sent out by Kernow Branch members to national and local politicians regarding rising anger in Cornwall over what is being seen as increasingly unsustainable and out of control housing and retail development, a member of the Branch has now written to the Council with the following requests under the Freedom of Information Act. The Branch has already had a request submitted under the Act acknowledged by the Council and pending a full reply where a copy of the Cornwall Council impact assessment rising from Cornish recognition under the FCPNM has been demanded. The latest letter submitted by Craig Weatherhill follows: Dear Sir, FREEDOM OF INFORMATION REQUEST You will be aware that, on 24th April 2014, the Cornish people were finally included by the UK Government on the Council of Europe's Framework Convention for the Protection of National Minorities (FCPNM), which is legally binding on the Parties, with of course, include Cornwall Council. Article 16 of the Framework Convention states the following: The Parties shall refrain from measures which alter the proportions of the population in areas inhabited by persons belonging to the national minorities and are aimed at restricting the rights and freedoms flowing from the principals enshrined in the present framework Convention. Later in 2014, your Council approved a Local Plan which endorsed the building of 47,500 new houses in Cornwall by 2030, the great majority of which will be open market housing beyond the reach of Cornish people. This implies in the region of 150,000 more people, the vast majority of which will be migrating from elsewhere into the area (Cornwall) inhabited by the national minority (the Cornish people), thus leading to a further and serious dilution of the Cornish population in their own ancient homeland which is contrary to the legal requirements of the Framework Convention, which was not even mentioned in the Council debate on the Local Plan which was watched live by many, including myself. My request is, therefore, as follows: 1. What, if any, consideration, of the FCPNM was exercised by your Council during the writing and final consideration of the Cornwall Local Plan? 2.
