The Peripheral Regions of Europe: poly-centrism, functionalism and proximity.
The author of this paper, Gwenn Lainé, seeks to demonstrate that Scotland, Brittany and Catalonia, through their peripheral status have crafted an original approach to regional governance based on doctrines such as functionalism and polycentrism. He also shows how these three Regions gradually managed to bypass the state level to unite their causes to promote a ‘Europe of the Regions’.
